In the early 1970s, the Governor of Hong Kong decided to clean up the police force. The ICAC was established, whose operation branch was headed by Yim. Bong and Unicorn also joined the ICAC. Nurse Liang Shanbo and Actress Zhu Yingtai are mismatched cousins who just inherited a rental home from their late relative. When they moved in, they discover that a room has been rented out to a man named Ben, who turns out to be a criminal gangster. One night, when Ben returns home, bloodied and injured, he collapses into Yingtai's arms and whispers a code in her ear before he dies. Not knowing what the code leads to, Yingtai and Shanbo are later visited by a man claiming to be Ben's brother who wants to solve the case. In the meantime, gangsters believed to be involved with Ben's murder want to retrieve the code from the girls, whom they think were told by Ben what it actually unlocks.

Wong Jing wrote and directed this film, he also co-stars as a shady and bumbling individual who's forced to confront the people who have maimed his best friend and killed the poor guys family. They've also made his life extremely miserable. Danny Lee plays a cop who's job is to protect Wong Jing from a gang of sadistic gangsters. As in all of Wong Jing films, the villains are just plain rotten and they love to hurt and kill people.

Chi Mo Sai (Yuen Wah) meets Wong (Roger Kwok) in Auntie Fei's (Yuen Qiu) cafe and learns that Wong has photographic memory. He decides to exploit this skill by teaching Wong how to play Mahjong, but Fei, Wong's boss, strongly objects to it. Despite Fei's objections, Wong learns Mahjong from compulsive gambler Chi Mo Sai. He impresses triad boss Tin Kau Ko (Wong Jing). Wong falls in love with Tin's mistress (Theresa Fu) and is beaten by Tin's men. Wong then becomes crazy. Luckily, Fei cured him using Mahjong. Fei wanted Wong to beat Tin in the "King of Mahjong" competition and be the King of Mahjong. The film ends with a climactic "King of Mahjong" Competition. It is the only film made in 2005 to boast of having a sequel made in 2005.
