A decent crime thriller (wouldn't really call this one a "noir" flick) in the popular semi-documentary style of its day, loosely modeled after the Al Capone case. Like it happens with so many similar flicks, its biggest letdown is the lack of adherence to its own formula, not content with just being a straightforward matter-of-fact police procedural and feeling the need to introduce more conventional oldschool drama tropes instead, including a couple of cheesy sermons at pivotal moments. The film would have worked great as either of those things but in the way it combines them, both tendencies kinda dull each other's impact and result in a somewhat schizophrenic viewing experience.
