A boatload of smugglers are slaughtered by machinegun fire by a bunch of baddies, led by the villain Yuen Wan Tai. A group of Vietnamese refugees living in HK vow revenge on Yuen, who caused each of them harm.

The result of a top secret project spearheaded by the Chinese government to create the ultimate soldier, Agent Nieh Ling (Khan) possesses superhuman strength and agility. While solving that crime, they discover who's behind some of the city's drug trade. In trying to halt this enterprise, which they undertake without orders, they must face the crime lord's Japanese hit woman.
