故事的背景是天下共主啟昆被刺身亡后，天下陷入大乱，四国天璇、天枢、天玑和天权开始争夺天下霸权。蛮族遖宿国趁机入侵中垣，并相继攻陷了天枢和天玑，士气大涨，意图吞并天璇和天权，进一步扩张领土。瑶光王子慕容离（查杰 饰）离开天权，前往遖宿，鼓动其举兵进攻天璇。同时，利用仲堃仪（熊梓淇 饰）和天璇的合作，暗杀遖宿国王毓埥，成功扶植毓骁登上王位，并在其帮助下建立了新的郡县，力图平衡天下局势。
