When a major bank is caught paying off a corporate extortionist, the media and prosecutors begin to dig, breaking open a money-and-favours scandal that threatens to rock the entire structure of business and government to its core. While the bank's top executives continue to vacillate, a quartet of middle-management reformers, led by straight-arrow Kitano (Koji Yakusho), decide to stage a boardroom coup and install a new, clean management team. With the aid of a hotshot news anchor (Mayumi Wakamura) and a hard-nosed prosecutor (Kenichi Endo), heads begin to roll.

After the events of the first part, the fight seemed to stop for a while. However, the enmity between the Udagawa-gumi and the Seishinkai continued to smolder. Maki and Hayase are targeted by an killer, and Hayase's younger brother Ishioka kills the leader of the Udagawa-gumi due to a threat from Miyauchi, the leader of the Seishinkai. And the conflict flares up with renewed vigor.

Hoshino Mitsuko is the talented three-star chef of famous French restaurant, La Cuisine de La reine, in Ginza, Tokyo. She has drawn attention not just from Japan but also the world for the new recipes she continuously conceives with her delicate palate and unrivalled creativity. Gourmands around the world visit the restaurant for her cuisine and there is a three-year wait for reservations. One day, trouble occurs between Mitsuko and the restaurant owner Shinoda Shogo and she is fired. She has difficulty finding a new restaurant due to Shinoda’s interference and her over-inflated pride, and ends up creating school lunches for a popular variety programme by a hotshot producer. It was believed to be something easy for Mitsuko, but she meets many obstacles and keeps failing. Moreover, this is aired on TV and made known to the world. Even so, Mitsuko does not give up and starts to create school lunches in order to hear children say her food is delicious and also regain her lost stars.

The handymen in an obscure Hokkaido town shut out by the snow are the meddlesome owner Matsui Hideo, the thrice divorced Umemoto Soichi, and the young budding scriptwriter Takeyama Jun who has lost his way. Takeyama stopped by at a pub in order to fill his stomach. He found himself caught in a great misunderstanding, got drunk and lost both his wallet and mobile phone. Now he has no choice but to stay in this town.

Tokyo’s Valentine Call is a special kind of phone club. Older salarymen pay to wait for calls from teenage girls, discreet meetings are arranged, and handfuls of yen are exchanged for a quick session of enjo kosai, or paid sex with a high school girl. Plenty of girls are doing it—some to make money for fancy, fashionable clothes and accessories, others to set a trap to rob and brutalize the old perverts. But the Valentine Call staff, horny young Ogisu and the vaguely sinister, makeup-coated Mr. Kuni, have a nasty plan of their own. Listening in on the enjo kosai calls, they conspire to trick the girls into giving them free sex. Mr. Kuni even has a twisted concept behind this scheme. He calls it enboku, his campaign to humiliate the teenage girls, drive them away from prostitution and purify Japan.

In Tokyo, prostitution in the name of "Enjo Kosai" is in fashion among some high school girls. A mysterious man Kuni lament such girls but cannot deny a strong desire for them. He punish the girls by having sex with them without paying them. He calls this operation "Stop the Bitch Campaign" for public justice. Working in a sex trade shop where abnormal people are satisfied with their lust. Aoi tries to find out the man who raped her desperately in the past. One day, Aoi meets Kuni.
