Royce is a member of the ultra-secret service "Black Hole", working for the US Government on top-secret missions. When the senator responsible for forming Black Hole disbands the organization, Royce's fellow Black Hole members plot revenge on the man responsible for them losing their jobs. Royce decides not to join them, instead deciding to thwart their attempts to exact revenge on the senator.

After a nuclear war on Earth, the Soviet Union and the U.S. both establish outposts on the moon. When a murder occurs on the outpost, both U.S. and Soviet investigators are forced to work on the case together.

UN agents Mike Graham and Sabrina Carver are sent by their director Nick Caldwell to investigate the theft of Rembrandt's painting, "The Night Watch". The trail takes them from Amsterdam to Hong Kong and involves them in not only art theft and forgery, but the high-tech schemes of Martin Schraeder and his Korean cohort Mao Yixin
