故事背景为日本的江户时代，风是一家小茶馆的侍女，这天茶馆里来了一群地方恶霸，其中地方官儿子龙次郎尤其欺人太甚。风因为意外得罪了龙次郎，情急之下，茶馆内一名无职浪人“无幻”出手救了风。另一方面，地方官正在欺压老百姓，流浪武士“仁”路见不平拔剑相助，杀死了地方官身边的四个“高手”保镖，救下了穷人，因此得罪了地方官。
