与地球偏远的异星球，也就是主角哒布(Top)的故乡－哈札特星，被一群企图侵略宇宙的邪恶组织～宇宙暴走族Bowzock破坏，然后就把哈札特星弄得像大型烟火一样蹦一声的消失了，他们下个目标居然就是地球，他们要将地球人彻底毁灭，让地球变成下一个哈札特星那样，用超大型烟火秀结束 这一切，唯一仅存的哒布，为了要帮妈妈报仇，在妈妈临死前交代说，要对付那些邪恶狂徒，只有仰赖星座传说的汽车之力，也就是新一代的超级英雄，“激走战队车连者”才能消灭他们，于是哒布就答应妈妈，趁Bowzock侵略地球前，去地球寻找星座传说中，拥有汽车之力的五位年轻人，那五个年轻人刚好都是汽车有关连，因此，这种超越速度极限与正义的英雄传说即将开跑，准备启动油门，车连者变身！

新的学年开始，忍术学园的忍蛋们陆续回校，可是一年叶组的喜三太却因未完成作业迟迟不出现。原来上学期末全学园的暑假作业都搞错了，喜三太得到的是六年级的作业，其任务是偷出大间贺时城主的兜裆布。为了找回喜三太，园长命令雾丸、新兵卫以及其他年级几名未完成作业的忍蛋前往营救喜三太。另一方面，大间贺时正与邻近的黄昏城激战，乱太郎等叶组的小忍蛋自告奋勇前往这两座城池探听敌情。新的学年，忍术学园全员出动，却面临着巨大的危机……
本片根据尼子骚兵卫的原著漫画《落第忍者乱太郎》改编，为同名漫画的第2部剧场版动画，真人剧场版也在同年上映。
