位于东京西部的巨大“学园都市”。在总人口达230万人，其中约8成是学生的这座都市中，实施着超能力开发的特殊课程，学生们的能力被给予从“无能力Level 0”到“超能力Level 5”的六阶段评价。
高中生上条当麻，也是住在学园都市的学生之一。他由于隐藏在右手中的力量——只要是异能之力，就连神的加护都能消除的“幻想杀手Imagine Breaker”，而被评价为名落孙山的“无能力”，过着充满不幸的人生。
而上条的学生生活，由于暑假开始时从天而降的纯白修女而发生了巨大的变化。自从与逃离“魔法”世界的她——“禁书目录茵蒂克丝”相遇开始，上条就被卷入了各种各样的事件中。统率学园都市的“科学”方、与茵蒂克丝关联的“魔法”方，在惊险地解决双方事件的过程中，他的人际关系也逐步扩展。之后，魔法一方的十字教最大宗派罗马正教，终于注意到上条的存在……。
如同呼应魔法方一般，科学方的学园都市也有所动作。但也有与逐渐开始对立的世界动向抗争的人不断出现。那些通过与上条有所关联，而使命运大为改变的“英雄”们。

梶原空（花泽香菜 配音）是一个个性沉默害羞的女孩，对于刚刚进入的高中校园这件事情，经常处于放空状态下的她还是有些不适应，而同学们热衷的课后社团对于空来说也变成了一个难以解决的问题。在好友麻生夏海（中世明日香 配音）的邀请下，空来到了美术社，这个安静的小小角落一下子就吸引 了空的注意，就这样，作为美术社的一员，空的高中社团生活正式开始。
在学校里，聚集了一群有才又善良的同好们。寡言少语的鸟饲叶月（牧野由依 配音），三无少女空闲木阴（斋藤桃子 配音），天性活泼又有些大条的栗原渚（田村由香里 配音），迷糊大王佐佐木树树（近江知永 配音），女孩们的陪伴为空平静的生活增添了亮丽的笔触。

It is not strange that the Demon Lord's forces fear the Crimson Demons, the clan from which Megumin and Yunyun originate. Even if the Demon Lord's generals attack their village, the Crimson Demons can just easily brush them off with their supreme mastery of advanced and overpowered magic. When Yunyun receives a seemingly serious letter regarding a potential disaster coming to her hometown, she immediately informs Kazuma Satou and the rest of his party. After a series of wacky misunderstandings, it turns out to be a mere prank by her fellow demon who wants to be an author. Even so, Megumin becomes worried about her family and sets out toward the Crimson Demons' village with the gang. There, Kazuma and the others decide to sightsee the wonders of Megumin's birthplace. However, they soon come to realize that the nonsense threat they received might have been more than just a joke.

Misaka, one of the the 7 strongest people at her school, is the titular character of the story and can control the electric fields surrounding her. She lives in Academy City, a "scientific city of the future" of over 2 million students all learning to control their esper (supernatural) powers -- of which some are more powerful than others. She mostly tries to do the right thing but isn't above taking matters in her own hands and bending a few rules here and there. This is about her trials, tribulations, and experiences as she grows up surrounded by her friends. This story deals with "Level Upper", a cheat people can use to quickly become more powerful without effort.

Toaru Kagaku no Railgun is a fully formed 'side-story' to Toaru Majutsu no Index where a supporting character there (Misaka) is given her own complete story and viewpoint while also interacting with the concurrent events of Index 1.

This is the second story in the entire overarching story line -- you should watch Index 1 first, but you MUST watch this before Reilgun S (aka Railgun 2).

Kimihiro Watanuki can see spirits and other assorted supernatural creatures, which is quite a bothersome ability he strongly dislikes. On the way home one day, while plagued by some spirits, he is inexplicably compelled to enter a strange house. There, he encounters Yuuko, a mysterious woman who claims to be able to rid him of the ability to see and attract the troublesome creatures—for a price. She demands that he work at her "store" that grants wishes to people, and thus begins Watanuki's adventures through weird and wonderful events.
