In the Edo period of Japan, a samurai’s life belonged to his lord. On the battlefield or in the home, a loyal samurai must always obey his lord’s commands. Fujieda Baian is admired during the day as a skilled acupuncturist. However, at night, he is a highly skilled assassin, taking on contracts to quietly eliminate those whose existence is deemed toxic to society. Baian's latest target, assigned by his boss Otowa, is Shirakoya Kikuemon, the head of a powerful organization in Osaka.

ものがたりは、組織の硬直化が進む捜査現場の現状を打開するために、日本では初となる「分署」を設立することとなり、警視庁の川口刑事部長（里見浩太朗）が、押上地区をそのモデルケースに選んだところから始まります。
