When the New York journalist Jake Bridges catches his girlfriend with another guy, he goes to Atlantic City to drink himself to oblivion. He is saved from a bar brawl by a small-time mobster Frankie, and Jake falls in love with Frankie's girlfriend Melissa. Jake soon also joins Frankie in his money-collecting duties.

Following a series of drug deals and murders, three criminals -- Fantasia, Ray Malcolm and Pluto -- travel from Los Angeles to Houston, finally arriving in a small Arkansas town to go into hiding. Two detectives from the LAPD, who are already on the case, contact the town's sheriff, Dale Dixon, to alert him of the fugitives' presence in the area. Underestimating Dixon, the criminals have no idea what they are about to face.

Weird things are happening in the town of Justice, Arizona: three sheriffs have disappeared, and someone is killing the rancher's livestock in a bizarre, ritualistic fashion. Locals believe the incidents were caused by aliens...
But a visiting couple, Charlie and Rhonda, knows better – because they're aliens themselves. When no one else will, Charlie and Rhonda volunteer to be the new sheriffs to get to bottom of the crimes. Hiding behind the power of the badge, the two make their own rules, punishing wrong-doers with their own form of "eye-for-an-eye" alien vengeance.
